Propuesta de procedimiento administrativo sancionador abreviado para infracciones de carácter migratorio en la provincia de Galápagos.

Abstract

The Galapagos Islands are a natural heritage of humanity, and as such is a matter of national priority their conservation. With this objective, there are regulations of constitutional rank, such as article 258 of the Constitution of the Republic of Ecuador that allows the restriction of certain rights, such as free transit and migration, whose exercise can negatively affect the environment. In turn, the Organic Law of the Special Galapagos Regime and its regulations, control the migration to the Galapagos Islands, however, it is clear that it is not fulfilling its objectives of controlling the internal migration that occurs towards the province not being able to efficiently expel people in an irregular situation. To avoid further damage to the fragile island ecosystem, it is imperative to propose an abbreviated administrative sanction procedure, especially for migratory offenses in the Galapagos Islands, so that the corresponding sanctions can be executed, and to solve the migration problem.
