La política neoliberal y su influencia en las políticas públicas, sociales y económicas bajo la Ley Orgánica para el Fomento Productivo Ecuador 2018.

Abstract

The purpose of this paper is to show if in the enactment of the Organic Law of productive development, attraction, employment generation, stability and fiscal balance, presented and approved in May 2018, by the Soc. Lenin Moreno, there is influence or not of the principles of neoliberalism. To achieve this, a methodological analysis called Anachronic and Synchronic was carried out. The synchronic analysis was carried out in the period 1981-2007, period in which 10 presidents were given in succession. The analysis Synchronic was made to the period President Rafael Correa, between 2007-2017, it is considered synchronous because it was assumed that it is the most current so far to present socialist features, and that the government of President Lenin Moreno would continue with his Law Organic of Economic Reactivation, where possibly the neoliberalism does not have influence in the same one, as in the previous periods, including in the Correista regime. This being the case, a historical and current vision of the presence of neoliberalism in Ecuador is provided. In the first place, it was observed that the period 1981-2007 was plagued by neoliberal influence. Secondly, the Correista period was a bipolar regime, that is, a socialist and neoliberal presence. And thirdly, that in the current government, the neoliberal presence continues.
