Abstract

Nowadays, the drastic and constant changes in the markets where stronger competition is evident, the inadequate application of the strategies and the unexpected circumstances that occur in the environment where the organizations are developed, mean that these are affected by challenges and crises that make evident the need for financial restructuring. From this perspective, the role of restructuring is to make a change in the organization, this change is presented as a process that is important to realize as long as the company is in the stage of growth or maturity. The general objective is: Design the policies, procedures and structuring programs for the optimal use of the resources of the municipal public water and sewerage company of the city of Machala. As for the methodology, the information will be obtained through the data of the different government agencies, which are in charge and have the competence of rector and administration of the water resources of the city of Machala; as it is the Secretary of Water and the Municipal Autonomous Decentralized Government of Machala. The project as shown, presents a recovery of the investment in 8 years, that is to say, after eight years, it will be possible to have net gains after the necessary investment to carry out the different works.
