Résumé: The present investigation is an evaluation-oriented dissertation, an "art study" referring to the central theme that is the constitutional principle of suffrage in its double dimension, with special emphasis on "indefinite re-election", which implies that it is a critical study within the social sciences explicitly within political science, sociology and law, the purpose of which is to understand the essential content of that principle as a mechanism for political participation and the rules to which it is subject, and other topics that encompass the topics such as indefinite reelection and its history, democracy, the liberal state, the rule of law, presidentialism, hyper-presidentialism and abuse of power, etc. "The indefinite re-election and constitutional principle of suffrage as mechanisms of political participation" is the subject that involves us, and despite the fact that we try to focus from the perspective of law, the subject requires us to get a little out of the domain of the study of law and enter to elucidate on issues of democratic criticism contained in the branch of Political Science, and therefore also enter to observe on the sociological approach and on all the adventures in a study of the philosophy of language in order to make a remote analysis of passions in such a way that the study is as critical as possible and answers key questions such as Is the Constitutional State conceivable without the right to vote? Is a democracy viable without the right to be re-elected? Is it healthy for democracy to admit the possibility of public authorities being re-eligible? Can indefinite reelection be transformed into hyper-presidentialism? Does the right to be reelected affect the rights of others to be elected? What is power? How should you have power? What is considered a mature and healthy democracy?.
Description: La presente investigación, es una tesina orientada a efectuar un “estudio del arte” referente al tema central que es el principio constitucional del sufragio en su doble dimensión, haciendo especial énfasis en la “relección indefinida”, lo cual implica, que es un estudio critico dentro de las ciencias sociales explícitamente dentro de la ciencia política, de la sociología y del derecho cuyo fin es comprender el contenido esencial de ese principio como mecanismo de participación política y las reglas a las que está sujeto, y otros temas que engloban la temática como la reelección indefinida y su historia, la democracia, el estado liberal, estado de derecho, el presidencialismo, el hiper-presidencialismo y abuso de poder, etc. “La reelección indefinida y principio constitucional del sufragio como mecanismos de participación política”, es el tema que nos involucra, y pese a que trataremos de enfocarnos desde una óptica del derecho, la temática nos exige salirnos un poco del dominio del estudio del derecho y entrar a dilucidar sobre cuestiones propias de las discusiones democráticas que encierra la rama de la Ciencia Política, y por ende, también entrar a observar sobre el enfoque sociológico y sobre todo aventurarnos a un estudio de la filosofía del lenguaje para poder hacer un análisis alejado de las pasiones de tal forma que el estudio sea lo más critico posible y responda a preguntas claves como por ejemplo ¿Es concebible el Estado Constitucional sin el derecho al sufragio? ¿Es viable una democracia sin el derecho a ser reelegido? ¿Es saludable para la democracia admitir la posibilidad de que las autoridades públicas sean reelegibles? ¿La reelección indefinida se puede transformar en un hiper-presidencialismo? ¿El derecho a ser reelegido afecta a los derechos de otros a ser electos? ¿Qué es el poder? ¿Cómo debe usarse el poder? ¿Qué se considera una democracia madura y saludable?.
