Análisis ex – ante y ex – post del impacto comercial en el sector atunero a partir del ATPDEA en el Ecuador.

Abstract

In the present titling work, an ex - ante, during and ex - post analysis of the commercial impact in the tuna sector was carried out based on the Andean Trade Promotion and Drug Eradication Act (ATPDEA) in Ecuador, which has been in force since 2002 to 2013. This analysis was carried out in the commercial and labor framework of the tuna sector. This document begins with a review of the background of the ATPDEA, the need for the fight against drug trafficking by the United States and the benefits of this agreement for the Ecuadorian tuna industry. This also compares the benefits that this agreement brought to their members countries and how the European Union became the main export destination for tuna after the agreement was not renewed. To achieve this, a descriptive-correlational investigation was chosen, where tuna exports to the United States and employment in the Ecuadorian fishing sector were considered for a period between 2001 and 2019, complementing the quantitative part of the investigation. Interviews were also carried out with the main tuna companies in the country to have a qualitative position that supports the statistics and therefore the mixed approach.
