Abstract

The disability is an impairment or limitation that can be of a physical, mental, intellectual and sensory nature. In disability, the person is permanently restricted in their ability in the biological, psychological and even associative sphere. Disability causes many difficulties, which can affect or limit the activities, tasks and development of the person who suffers from it. Disability can lead to problems of disadvantage and discrimination People with disabilities are in a state of vulnerability, so they require the guarantee, protection and care of the State. Affirmative actions are measures by the Public Administration, which have the purpose of maximizing or increasing the opportunities and advantages for those people who are in inequality. The State has the obligation to adopt the necessary measures to promote real equality in favor of people with disabilities, in such a way that the rights recognized in the Constitution are effectively developed.
