Leasing público. Propuesta de reformas legales.

Abstract

Public leasing, its operating process and benefits of the contracting parties. Knowing how the legal part of the application in the contracting of movable and immovable property for the State could be carried out, as it is a special procedure of public contracting determined by the Organic Law of the National Public Procurement System (LOSNCP ), among other related laws. Review of the legal regulations, qualitative approach methodology and the figure of the legal regulations of public leasing in the country is explained, identification of its applications and its benefits. Finally, specific lines are established on how the Ecuadorian State can contract by applying public leasing in a legal manner; and, greater speed is achieved in the administration of justice, which is why a reform of article 108 of the Regulations of the Organic Law of the National Public Procurement System is suggested.
