Abstract

Within this thesis we will try to give the importance that has been taken away and that has not been given during the last decades to public policies along with the main purpose and the correct implementation in Ecuador, as well as the analysis of the needs and social problems and that these are addressed in the most effective way possible, This means through well-formed and argued public policies that are created based on the real needs and that comply with the guidelines that will ensure that this will be effective, as well as study and evaluate cases and current real problems that have not been addressed, trying to think of the best solutions through these policies. We will demonstrate through practical, real and modern examples the urgent need and the great help that these Public Policies will be applied not only in one but in several areas of government.
