Abuso de acciones de protección dentro de concursos de elección de autoridades del CPCCS.

Abstract

In Ecuador, the appointments of control authorities by constitutional mandate since 2008 have been the responsibility of the Council of Citizen Participation and Social Control (CPCCS). This entity is in charge of drafting regulations and overseeing the competitions for the selection of the top authorities of the following institutions: the Office of the Comptroller General, the Office of the Attorney General, the Public Defender's Office, the Office of the Ombudsman, the National Electoral Council, and the Contentious Electoral Tribunal. These competitions follow a schedule, but in most cases, they are delayed due to the abuse of protective actions filed by the applicants themselves or interested third parties. The author highlights the legal conflict and proposes possible solutions.
