| Abstract: | In this course of study of the laws, we have seen that in recent years there have been several changes with respect to the regulations currently governing in E cuador, something never seen since the return to democracy, in which politics was the protagonist of the violent clash of personal and partisan interests, preventing to carry out the task of dictating laws that go to the benefit of the Ecuadorian people , forcing law professionals to constantly update and be on par with reforms in some cases and creating new laws in others. But do we know how a law is born to legal life? Difficult to answer, reality that makes necessary the implementation from the university classrooms, as matter of constitutional law, within the specialty of parliamentary law, to the legislative technique, in this way, the pupil and then professional, will not ignore legal aspects relevant to the elaboration of the laws. I aspire with this legal essay to contribute in a simple and easy-to-understand way, the process by which the rules are built in the organization that assumes the participatory democratic regime. |
| Description: | En este transcurrir de estudio de las leyes, hemos visto como en los últimos años se han dado varios cambios respecto a la normativa que rige actual mente en el Ecuador, algo nunca visto desde el retorno a la democracia, en el que la política fue protagonista del choque violento de intereses personales y partidistas, impidiendo realizar la tarea de dictar leyes que vayan en beneficio del pueblo ecuatoriano, obligando a los profesionales del Derecho, a actualizarse constantemente y así estar a la par con las reformas en unos casos y la creación de nuevas leyes en otros. ¿Pero sabemos cómo nace a la vida jurídica una ley? Difícil responder, realidad que hace necesaria la implementación desde las aulas universitarias, como materia de Derecho Constitucional, dentro de la especialidad de Derecho Parlamentario, a la Técnica Legislativa, de esta manera, el alumno y luego profesional, no desconocerá aspectos jurídicos relevantes para la elaboración de las leyes. Aspiro con este ensayo jurídico aportar de una manera sencilla y de fácil comprensión, el proceso mediante el cual se construye la normativa en la organización que supone el régimen democrático participativo. |
