La insuficiencia de transferencia de competencias constitucionales al Gobierno Autónomo Descentralizado Municipal de Pallatanga, en el contexto del Covid-19, desde un enfoque de los derechos humanos.

Abstract

The main objective of this study is to study the lack of transfer of constitutional powers to the Pallatanga Municipal Gad in the covid-19 pandemic from a human rights perspective. In the same way, the theoretical elements linked to the municipal GAD's and their link to Human rights will be described, it will be possible to identify if health competencies were transferred Municipal GAD of Pallatanga in the COVID-19 pandemic by the Central State , it will be determined whether the central State transferred economic resources to the Pallatanga Municipal GAD to combat the COVID-19 pandemic and finally a proposal to reform the Organic Code of Territorial Organization, Autonomy and Decentralization COOTAD, with the purpose that the Local Governments directly receive economic resources without going through the Central State, framed in the principle of autonomy and respect for their powers in situations of health emergency and / or natural disasters that could affect the country.
