Abstract

The present research work focuses on the Proposal for a municipal ordinance that regulates and controls the hours of operation of traffic lights uninterruptedly 24 hours a day in the city of Loja, whose objective is to determine the need to extend the activation hours under The problem found is the traffic accidents during the year 2023 that occurred in the central area of the Loja canton, at night with traffic lights in intermittent mode from 10:00 p.m. to 5:00 a.m. The legal vacuum that exists in the Municipality of Loja regarding the regulation and control of traffic light operating hours was identified, the implementation of which has not been regulated, preventing effective traffic management, putting the safety of citizens at risk. The causes that caused traffic accidents were identified: driving under the influence of alcohol, speeding, ignorance of road safety regulations. Documentary and inductive-deductive methods were used, an interview was applied to the Administrative staff of UCOT Loja. It is concluded that the lack of regulations in the Municipality of Loja leaves free will on the streets at night where the recklessness of drivers at excess speed produces accidents, which without a legal framework is free from judgment. Recommending to support the proposal for the implementation of an ordinance that controls and regulates traffic lights with a 24-hour service, which will contribute to preventing accidents through order and discipline of both drivers and pedestrians with the commitment to collaboration of the entities related to the issue. road safety and social support.
