Abstract

This thesis stems from the study and analysis in particular of Article 14 of the National Solidarity Law, which allows for presidential pardons within the framework of the internal armed conflict with the uniqueness of the deferred effect. These pardons are granted by the President of the Republic to those directly involved in the armed conflict our country is currently experiencing. In practice, all law enforcement personnel would be the direct beneficiaries. This thesis analyzes the nature, effects, and scope of the legal framework regulating pardons. The objective is to guarantee and clarify procedures, while improving their applicability to this act.
